20 | 20 | | Be it enacted by the Senate and House of Representatives in General |

21 | 21 | | Assembly convened: |

23 | 23 | | That title 32 of the general statutes be amended to require the 1 |

24 | 24 | | Department of Economic and Community Development, in 2 |
---|
25 | 25 | | consultation with the Department of Administrative Services, to 3 |
---|
26 | 26 | | establish a program for the hiring of recent college graduates. Any 4 |
---|
27 | 27 | | employee who chooses to participate in such program shall: (1) Have 5 |
---|
28 | 28 | | graduated from or completed an accredited post-secondary program or 6 |
---|
29 | 29 | | curriculum within the one-year period immediately preceding hiring; 7 |
---|
30 | 30 | | (2) be a member of such program for the first five years of state service; 8 |
---|
31 | 31 | | (3) be ineligible to join any collective bargaining unit during service in 9 |
---|
32 | 32 | | such program and exempt from the terms of any applicable collective 10 |
---|
33 | 33 | | bargaining agreement covering similarly situated state employees; (4) 11 |
---|
34 | 34 | | be subject to a compensation formula that withholds up to ten per cent 12 |
---|
35 | 35 | | of the employee's regular annual salary, not to exceed ten thousand 13 |
---|
36 | 36 | | dollars annually, to be paid directly to the employee's student loan 14 |
---|
37 | 37 | | servicer, and that guarantees the employee a lump-sum bonus equaling 15 Proposed Bill No. 5150 |
