2020 AN ACT CONCERNING REQUIRED HEALTH INSURANCE
2121 COVERAGE FOR TELEHEALTH SERVICES.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That sections 38a-499a and 38a-526a of the general statutes be 1
2626 amended to: (1) Expand (A) required health insurance coverage for 2
2727 telehealth services, and (B) the variety of telehealth providers and 3
2828 platforms that are eligible for reimbursement; (2) provide that no (A) 4
2929 telehealth provider who provides a covered benefit to an insured 5
3030 through telehealth and receives a reimbursement for such benefit shall 6
3131 seek any payment from the insured for such benefit except for any 7
3232 coinsurance, copayment, deductible or other out-of-pocket expense due 8
3333 and owing for such benefit under the insured's health insurance policy, 9
3434 and (B) health carrier shall reduce the amount of any reimbursement 10
3535 paid to a telehealth provider for a covered benefit solely because the 11
3636 telehealth provider provided such covered benefit to an insured 12

4242 Statement of Purpose:
4343 To: (1) Expand (A) required health insurance coverage for telehealth
4444 services, and (B) the variety of telehealth providers and platforms that
4545 are eligible for reimbursement; (2) provide that no (A) telehealth
4646 provider who provides a covered benefit to an insured through
4747 telehealth and receives a reimbursement for such benefit shall seek any
4848 payment from the insured for such benefit except for any coinsurance,
4949 copayment, deductible or other out-of-pocket expense due and owing
5050 for such benefit under the insured's health insurance policy, and (B)
5151 health carrier shall reduce the amount of any reimbursement paid to a
5252 telehealth provider for a covered benefit solely because the telehealth
5353 provider provided such covered benefit to an insured through
5454 telehealth.
