AN ACT CONCERNING THE DEVELOPMENT OF PROTOCOLS TO PREVENT THE TRANSMISSION OF INFECTIOUS AND COMMUNICABLE DISEASES IN SCHOOLS DURING A PUBLIC HEALTH EMERGENCY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 10 of the general statutes be amended to require, during a 1 declaration of a public health or civil preparedness emergency by the 2 Governor, the Commissioner of Education to (1) develop and 3 implement, in conjunction with the Commissioner of Public Health and 4 the Secretary of the Office of Policy and Management, state-wide 5 protocols that are designed to prevent the transmission of infectious or 6 communicable diseases in school buildings, and such protocols shall 7 include, but need not be limited to, the cleaning of school buildings and 8 the upgrading or retro-commissioning of heating, ventilation and air 9 conditioning projects, and (2) apply to the United States Department of 10 Education for a waiver from federal student assessment requirements. 11 Proposed Bill No. 5775 LCO No. 2478 2 of 2 Statement of Purpose: To provide for safe and successful schools and prevent infectious and communicable disease transmission in school buildings in the event of a public health emergency.
