1818 AN ACT DECOUPLING THE PUBLIC UTILITIES REGULATORY
1919 AUTHORITY AND THE DEPARTMENT OF ENERGY AND
2020 ENVIRONMENTAL PROTECTION, REMOVING THE EFFICIENCY
2121 PROGRAM FROM ELECTRIC RATES, ELIMINATING CERTAIN
2222 CHARGES ASSESSED AGAINST ELECTRIC CUSTOMERS AND
2323 REQUIRING AN ARTICULATION OF CERTAIN CHARGES ON
2424 ELECTRIC CUSTOMERS' BILLS.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That the general statutes be amended to (1) decouple the Public 1
2929 Utilities Regulatory Authority and the Department of Energy and 2
3030 Environmental Protection; (2) remove the efficiency program from rates 3
3131 charged to electric customers and place said program within the 4
3232 Department of Economic and Community Development to allow it to 5
3333 expand as a loan program with payback benchmarks; (3) eliminate all 6
3434 charges assessed against electric customers which fund Connecticut 7
3535 Innovations, Incorporated and the Connecticut Green Bank and permit 8
3636 such entities access to private markets; and (4) require an articulation on 9
3737 each electric customers' bill showing the amount for the renewable 10
3838 subsidy for wind or solar energy, including the cost of virtual net 11
3939 metering, and any out-of-market purchases by the Department of 12 Proposed Bill No. 5827

4545 Statement of Purpose:
4646 To (1) decouple the Public Utilities Regulatory Authority and the
4747 Department of Energy and Environmental Protection, (2) remove the
