SEN. LESSER, 9th Dist. AN ACT CONCERNING STATE AND COMMUNITY INITIATIVES TO REDUCE JUVENILE AUTO THEFTS AND BREAK -INS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to: (1) Create a community-1 based restorative justice pilot program to strengthen accountability for 2 juvenile offenders relating to auto thefts and break-ins, which shall 3 include the implementation of a plan that includes the individual 4 making a formal apology to victims, community service hours, and 5 partially repairing the damage they caused by the crime; (2) establish a 6 new crime for risk of injury of a minor with criminal penalties when an 7 adult who is more than five years older than the minor facilitates a 8 juvenile to perform auto thefts or break-ins; (3) create regional law 9 enforcement task forces in partnership with state and local police 10 departments to focus on reducing auto thefts and break-ins; (4) 11 appropriate the sum of two million dollars from the General Fund to 12 pay for overtime associated with the operation of the regional task 13 forces and enhanced state police focus; (5) provide up to two million 14 Proposed Bill No. 5924 LCO No. 2171 2 of 2 dollars in grants to assist local law enforcement in the operation of the 15 regional task forces to address auto thefts and break-ins; (6) increase 16 funding for the Court Support Services Division of the Judicial Branch 17 for juvenile probation and juvenile residential centers; (7) increase 18 funding for youth service bureaus to assist in the creation of additional 19 restorative justice diversionary programs; (8) require the Juvenile Justice 20 Policy and Oversight Committee to report back to the judiciary 21 committee on improved treatment and increased accountability options; 22 and (9) create a state-wide "lock your car" public service announcement 23 initiative. 24 Statement of Purpose: To establish new state and community initiatives in partnership with municipalities to reduce the number of juvenile auto thefts and break- ins.
