AN ACT IMPOSING A MORATORIUM ON THE INITIATION OF 
CERTAIN FORECLOSURE ACTIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 846 of the general statutes be amended to provide that 1 
during the duration of the public health emergency attributable to the 2 
COVID-19 pandemic, no lender may pursue a foreclosure action against 3 
a mortgagor who is unable to pay the mortgage because the mortgagor's 4 
tenants are not paying rent and cannot be evicted from the mortgaged 5 
premises because of the eviction moratorium. 6 
Statement of Purpose:   
To protect landlords from foreclosure actions who are not being paid 
rent.
