21 | 21 | Be it enacted by the Senate and House of Representatives in General | |
22 | 22 | Assembly convened: | |

24 | 24 | That sections 19a-131a and 28-9 of the general statutes be amended to 1 | |
25 | 25 | (1) remove from the Governor the authority to issue an executive order 2 | |
26 | 26 | pursuant to a declaration of a public health or civil preparedness 3 | |
27 | 27 | emergency designating certain businesses as essential or nonessential, 4 | |
28 | 28 | (2) require that any limitations contained in an executive order adopted 5 | |
29 | 29 | pursuant to a declaration of a public health or civil preparedness 6 | |
30 | 30 | emergency imposed on businesses and nonprofit organizations 7 | |
31 | 31 | concerning business operations and their employees, be the same as 8 | |
32 | 32 | those imposed on state agencies and their employees, and (3) require 9 | |
33 | 33 | that the state provide full compensation if such limitations are unequal. 10 | |
34 | 34 | Statement of Purpose: | |
35 | 35 | To require the state to treat all employers and their employees equally | |
36 | 36 | during a declaration of emergency and that the state be financially liable | |
37 | 37 | when treatment is unequal. |
