AN ACT PROHIBITING PUBLIC EMPLOYEE UNIONS FROM
BARGAINING OVER CERTAIN ISSUES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to prohibit public employee 1
unions from bargaining over: (1) restricting the state's layoff authority, 2
and (2) allowing the waiver of fully funding pension benefits. 3
Statement of Purpose:
To provide flexibility to the Governor and department heads to tailor
the state work force to the mission of each state agency, within the
budget set by elected representatives, and to fully fund the pensions of
state employees.
