AN ACT CONCERNING RESIDENT CARE PLANS IN LONG -TERM 
CARE FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require that resident care 1 
plans in long-term care facilities address isolation, risk for depression 2 
and ability to interact with loved ones, including, but not limited to, how 3 
residents' social and emotional needs are being met and measures to 4 
ensure that residents have regular opportunities for virtual and in-5 
person visitation; (2) establish a process by which residents or their 6 
families may seek redress when long-term care facilities do not abide by 7 
visitation guidelines; (3) establish timelines and milestones to ensure the 8 
safe and prompt reinstatement of visitation following the COVID-19 9 
pandemic and a monitoring program for such process; (4) require long-10 
term care facilities to report their visitation protocols, visitation policy 11 
changes and other relevant information in a manner that is easily 12 
accessible to residents and their family members; and (5) establish a 13 
process by which residents and their families can find assistance and 14 
hold facilities accountable when they believe they have been 15  Proposed Bill No.  5986

inappropriately denied visitation. 16 
Statement of Purpose:   
To ensure that residents in long-term care facilities have access to their 
loved ones, that their mental health needs are met and to establish 
guidelines and reporting protocols for long-term care facilities' 
visitation policies.
