OFFICE OF FISCAL ANALYSIS Legislative Office Building, Room 5200 Hartford, CT 06106 (860) 240-0200 http://www.cga.ct.gov/ofa sHB-6034 AN ACT CONCERNING PROJECT LONGEVITY. Primary Analyst: DD 4/8/21 Contributing Analyst(s): OFA Fiscal Note State Impact: None Municipal Impact: See Below Explanation The bill expands Project Longevity to the City of Waterbury but does not specify any funding for this purpose. The impact of this depends on 1) the amount of funding appropriated for Project Longevity, and 2) the terms of any grant awarded by the Office of Policy and Management (OPM) to the City of Waterbury, or a private program administrator in the City. In FY 20, OPM provided grants of $597,954 to New Haven 1 ($264,739), Bridgeport 1 ($183,819), and Hartford 1 ($149,397). As $998,750 was appropriated for Project Longevity in FY 20, the account lapsed about $400,000. If this level of funding was maintained in FY 22 and FY 23, it is anticipated that the program could be expanded to Waterbury without any impact on the cities currently participating. The Out Years State Impact: None Municipal Impact: See Above 1 Funding for the Hartford and New Haven programs was provided to The Justice Education Center, Inc. and the South Central Chiefs of Police Association respectively. Funding for the Bridgeport program was provided to the City of Bridgeport.
