State Impact: None
Municipal Impact: See Below
Explanation
The bill expands Project Longevity to the City of Waterbury but
does not specify any funding for this purpose. The impact of this
depends on 1) the amount of funding appropriated for Project
Longevity, and 2) the terms of any grant awarded by the Office of
Policy and Management (OPM) to the City of Waterbury, or a private
program administrator in the City.
In FY 20, OPM provided grants of $597,954 to New Haven
1

($264,739), Bridgeport
1
 ($183,819), and Hartford
1
 ($149,397). As
$998,750 was appropriated for Project Longevity in FY 20, the account
lapsed about $400,000. If this level of funding was maintained in FY 22
and FY 23, it is anticipated that the program could be expanded to
Waterbury without any impact on the cities currently participating.
