914 AN ACT CONCERNING PR OJECT LONGEVITY.
1015 Be it enacted by the Senate and House of Representatives in General
1116 Assembly convened:

13-Section 1. Section 4-68bb of the general statutes is repealed and the
14-following is substituted in lieu thereof (Effective from passage):
15-(a) For purposes of this section, "Project Longevity Initiative" means
16-a comprehensive community-based initiative that is designed to reduce
17-gun violence in the state's cities and "secretary" means the Secretary of
18-the Office of Policy and Management.
19-(b) Pursuant to the provisions of section 4-66a, the secretary shall (1)
20-provide planning and management assistance to municipal officials in
21-the city of New Haven in order to ensure the continued implementation
22-of the Project Longevity Initiative in said city and the secretary may
23-utilize state and federal funds as may be appropriated for such purpose;
24-and (2) do all things necessary to apply for and accept federal funds
25-allotted to or available to the state under any federal act or program
26-which support the continued implementation of the Project Longevity
27-Initiative in the city of New Haven.
28-(c) The secretary, or the secretary's designee, in consultation with the
29-United States Attorney for the district of Connecticut, the Chief State's Substitute House Bill No. 6034

33-Attorney, the Commissioner of Correction, the executive director of the
34-Court Support Services Division of the Judicial Branch, the mayors of
35-the cities of Hartford, [and] Bridgeport and Waterbury, and clergy
36-members, nonprofit service providers and community leaders from the
37-cities of Hartford, [and] Bridgeport and Waterbury, shall implement the
38-Project Longevity Initiative in the cities of Hartford, [and] Bridgeport
39-and Waterbury.
40-(d) Pursuant to the provisions of section 4-66a, the secretary shall (1)
41-provide planning and management assistance to municipal officials in
42-the cities of Hartford, [and] Bridgeport and Waterbury in order to
43-ensure implementation of the Project Longevity Initiative in said cities
44-and the secretary may utilize state and federal funds as may be
45-appropriated for such purpose; and (2) do all things necessary to apply
46-for and accept federal funds allotted to or available to the state under
47-any federal act or program which will support implementation of the
48-Project Longevity Initiative in the cities of Hartford, [and] Bridgeport
49-and Waterbury.
50-(e) The Secretary of the Office of Policy and Management may accept
51-and receive on behalf of the office, subject to the provisions of section
52-4b-22, any bequest, devise or grant made to the Office of Policy and
53-Management to further the objectives of the Project Longevity Initiative
54-and may hold and use such property for the purpose specified, if any,
55-in such bequest, devise or gift.
56-(f) The secretary, in consultation with the federal and state officials
57-described in subsection (c) of this section, shall create a plan for
58-implementation of the Project Longevity Initiative on a state-wide basis.
59-Such plan shall, at a minimum, consider how to provide clients served
60-by the Project Longevity Initiative with access to courses of instruction
61-and apprentice programs provided by, but not limited to, a college, a
62-university, a community college or the Technical Education and Career
63-System. Not later than February 1, 2022, the secretary shall submit such Substitute House Bill No. 6034
