31 | 31 | To permit an owner of a motor vehicle, who may not have received a | |
32 | 32 | notice to renew his or her motor vehicle registration by mail from the | |
33 | 33 | Department of Motor Vehicles, to renew the registration by telephone | |
34 | 34 | when stopped by a police officer for failure to renew the registration and | |
35 | 35 | allow such owner to avoid fines and seizure or impoundment of the | |
36 | 36 | motor vehicle. |
