AN ACT REQUIRING INTERNET SERVICE PROVIDERS THAT ARE STATE CONTRACTORS TO ADOPT A NET NEUTRALITY POLICY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require Internet service 1 providers that are state contractors to adopt a net neutrality policy, 2 provided each such policy shall include a certification that the 3 contractor: 4 (1) Shall not block lawful content, applications, services or 5 nonharmful devices, subject to reasonable network management that is 6 disclosed to the consumer; 7 (2) Shall not impair or degrade lawful Internet traffic on the basis of 8 Internet content, application or service or use of a nonharmful device, 9 subject to reasonable network management that is disclosed to the 10 consumer; 11 (3) Shall not engage in paid prioritization, or accept any consideration 12 to manage its network in a way that benefits particular content, 13 Proposed Bill No. 6155 LCO No. 2030 2 of 2 applications, services or devices; and 14 (4) Shall publicly disclose accurate information regarding the 15 network management practices, performance and commercial terms of 16 its broadband Internet access services sufficient for consumers to make 17 informed choices regarding the use of such services.18 Statement of Purpose: That the general statutes be amended to require Internet service providers that are state contractors to adopt a net neutrality policy.
