23 | 23 | | That the general statutes be amended to require Internet service 1 |

24 | 24 | | providers that are state contractors to adopt a net neutrality policy, 2 |
---|
25 | 25 | | provided each such policy shall include a certification that the 3 |
---|
26 | 26 | | contractor: 4 |
---|
27 | 27 | | (1) Shall not block lawful content, applications, services or 5 |
---|
28 | 28 | | nonharmful devices, subject to reasonable network management that is 6 |
---|
29 | 29 | | disclosed to the consumer; 7 |
---|
30 | 30 | | (2) Shall not impair or degrade lawful Internet traffic on the basis of 8 |
---|
31 | 31 | | Internet content, application or service or use of a nonharmful device, 9 |
---|
32 | 32 | | subject to reasonable network management that is disclosed to the 10 |

34 | 34 | | (3) Shall not engage in paid prioritization, or accept any consideration 12 |
