Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the regulation of all 1 residential Internet service, by the Public Utilities Regulatory Authority, 2 as a public utility in the state, including a requirement that all rate 3 increases must be approved by the Public Utilities Regulatory 4 Authority. 5 Statement of Purpose: To require the regulation of all residential Internet service as a public utility in the state.
