1414 AN ACT CONCERNING GE NDER AND RACIAL DIVERSITY ON
1515 CERTAIN STATE APPOIN TIVE BOARDS, COMMISS IONS,
1616 COMMITTEES AND COUNC ILS AND AN ONLINE SYSTEM FOR
1717 CONSIDERATION OF APP OINTMENTS WITHIN THE LEGISLATIVE

1919 Be it enacted by the Senate and House of Representatives in General

2222 Section 1. Subsections (a) and (b) of section 4-9b of the general statutes 1
2323 are repealed and the following is substituted in lieu thereof (Effective 2
2424 October 1, 2021): 3
2525 (a) (1) (A) [Appointing] Prior to January 1, 2025, appointing 4
2626 authorities, in cooperation with one another, shall make a good faith 5
2727 effort to ensure that, to the extent possible, the membership, except the 6
2828 ex-officio membership, of each state appointive board, commission, 7
2929 committee and council having members appointed by the Governor or 8
3030 appointed by members of the General Assembly is qualified and closely 9
3131 reflects the gender and racial diversity of the state. 10
3232 (B) On and after January 1, 2025, appointing authorities, in 11
3333 cooperation with one another, shall ensure that the membership, except 12
3434 the ex-officio membership, of each state appointive board, commission, 13
3535 committee and council having members appointed by the Governor or 14

4646 (2) If there are multiple appointing authorities for [a] any board, 19
4747 commission, committee or council described in subdivision (1) of this 20
4848 subsection, the appointing authorities shall inform each other of their 21
4949 appointees or planned appointees in order to facilitate compliance with 22
5050 this section. 23
5151 (3) Appointing authorities for any board, commission, committee or 24
5252 council described in subdivision (1) of this subsection shall (A) consider 25
5353 each recommendation for appointment of a member to any such board, 26
5454 commission, council or other agency made by any community or other 27
5555 similar organization representing the interests of gender or racial 28
5656 diversity, and (B) make a good faith effort to seek out individuals for 29
5757 such appointment that reflect such diversity. The Commissioner of 30
5858 Administrative Services shall develop public education and outreach 31
5959 strategies with such community or other similar organizations to 32
6060 increase awareness of, and recruit diverse applicants for, such 33
6161 appointments. 34
6262 (b) (1) [The] At the time of a member's appointment to any state 35
6363 appointive board, commission, committee or council described in 36
6464 subsection (a) of this section, the appointing authority for such member 37
6565 shall provide to the Secretary of the State data concerning such 38
6666 member's gender and race. In addition, the executive officer or 39
6767 chairperson of each such state appointive board, commission, 40
6868 committee and council, [having members appointed by the Governor or 41
6969 appointed by members of the General Assembly,] except committees 42
7070 whose membership consists solely of members of the General 43
7171 Assembly, shall report in writing to the Secretary of the State on or after 44
7272 September first, but not later than October 1, 1993, and biennially 45
7373 thereafter, [(1)] (A) the number of members of such body, and [(2)] (B) 46
7474 the composition of the body according to the term "race/sex", as defined 47
7575 in the regulations of the Commission on Human Rights and 48 Substitute Bill No. 6211

8282 Opportunities. Such report shall not include the names of the individual 49
8383 members of the board, commission, committee or council. 50
8484 (2) The Secretary of the State shall receive and maintain the reports 51
8585 submitted pursuant to this subsection as public records. In addition, not 52
8686 later than January 1, 2022, and every four years thereafter, the Secretary 53
8787 shall develop and publish, including on the Internet web site of the 54
8888 office of the Secretary of the State, a report regarding the composition of 55
8989 each state appointive board, commission, committee or council 56
9090 described in subsection (a) of this section. 57
9191 Sec. 2. (NEW) (Effective October 1, 2021) The executive director of the 58
9292 Joint Committee on Legislative Management shall create, maintain and 59
9393 make accessible on the Internet web site of the General Assembly a 60
9494 system through which an individual may electronically submit a name 61
9595 to be considered for appointment as a member to a board, commission, 62
9696 council or other agency within the Legislative Department. Such system 63
9797 shall include information about each such board, commission, council 64
9898 or other agency and specify any requirements for membership on such 65
9999 board, commission, council or other agency. 66
