14	14		AN ACT CONCERNING GE NDER AND RACIAL DIVERSITY ON
15	15		CERTAIN STATE APPOIN TIVE BOARDS, COMMISS IONS,
16	16		COMMITTEES AND COUNC ILS AND AN ONLINE SYSTEM FOR
17	17		CONSIDERATION OF APP OINTMENTS WITHIN THE LEGISLATIVE
18	18		DEPARTMENT.
19	19		Be it enacted by the Senate and House of Representatives in General
20	20		Assembly convened:

22	22		Section 1. Subsections (a) and (b) of section 4-9b of the general statutes 1
23	23		are repealed and the following is substituted in lieu thereof (Effective 2
24	24		October 1, 2021): 3
25	25		(a) (1) (A) [Appointing] Prior to January 1, 2025, appointing 4
26	26		authorities, in cooperation with one another, shall make a good faith 5
27	27		effort to ensure that, to the extent possible, the membership, except the 6
28	28		ex-officio membership, of each state appointive board, commission, 7
29	29		committee and council having members appointed by the Governor or 8
30	30		appointed by members of the General Assembly is qualified and closely 9
31	31		reflects the gender and racial diversity of the state. 10
32	32		(B) On and after January 1, 2025, appointing authorities, in 11
33	33		cooperation with one another, shall ensure that the membership, except 12
34	34		the ex-officio membership, of each state appointive board, commission, 13
35	35		committee and council having members appointed by the Governor or 14
36	36		appointed by members of the General Assembly is qualified and reflects 15 Substitute Bill No. 6211

43	43		the gender and racial diversity of the state according to the most recent 16
44	44		United States Census Bureau Equal Employment Opportunity 17
45	45		Tabulation. 18
46	46		(2) If there are multiple appointing authorities for [a] any board, 19
47	47		commission, committee or council described in subdivision (1) of this 20
48	48		subsection, the appointing authorities shall inform each other of their 21
49	49		appointees or planned appointees in order to facilitate compliance with 22
50	50		this section. 23
51	51		(3) Appointing authorities for any board, commission, committee or 24
52	52		council described in subdivision (1) of this subsection shall (A) consider 25
53	53		each recommendation for appointment of a member to any such board, 26
54	54		commission, council or other agency made by any community or other 27
55	55		similar organization representing the interests of gender or racial 28
56	56		diversity, and (B) make a good faith effort to seek out individuals for 29
57	57		such appointment that reflect such diversity. The Commissioner of 30
58	58		Administrative Services shall develop public education and outreach 31
59	59		strategies with such community or other similar organizations to 32
60	60		increase awareness of, and recruit diverse applicants for, such 33
61	61		appointments. 34
62	62		(b) (1) [The] At the time of a member's appointment to any state 35
63	63		appointive board, commission, committee or council described in 36
64	64		subsection (a) of this section, the appointing authority for such member 37
65	65		shall provide to the Secretary of the State data concerning such 38
66	66		member's gender and race. In addition, the executive officer or 39
67	67		chairperson of each such state appointive board, commission, 40
68	68		committee and council, [having members appointed by the Governor or 41
69	69		appointed by members of the General Assembly,] except committees 42
70	70		whose membership consists solely of members of the General 43
71	71		Assembly, shall report in writing to the Secretary of the State on or after 44
72	72		September first, but not later than October 1, 1993, and biennially 45
73	73		thereafter, [(1)] (A) the number of members of such body, and [(2)] (B) 46
74	74		the composition of the body according to the term "race/sex", as defined 47
75	75		in the regulations of the Commission on Human Rights and 48 Substitute Bill No. 6211

82	82		Opportunities. Such report shall not include the names of the individual 49
83	83		members of the board, commission, committee or council. 50
84	84		(2) The Secretary of the State shall receive and maintain the reports 51
85	85		submitted pursuant to this subsection as public records. In addition, not 52
86	86		later than January 1, 2022, and every four years thereafter, the Secretary 53
87	87		shall develop and publish, including on the Internet web site of the 54
88	88		office of the Secretary of the State, a report regarding the composition of 55
89	89		each state appointive board, commission, committee or council 56
90	90		described in subsection (a) of this section. 57
91	91		Sec. 2. (NEW) (Effective October 1, 2021) The executive director of the 58
92	92		Joint Committee on Legislative Management shall create, maintain and 59
93	93		make accessible on the Internet web site of the General Assembly a 60
94	94		system through which an individual may electronically submit a name 61
95	95		to be considered for appointment as a member to a board, commission, 62
96	96		council or other agency within the Legislative Department. Such system 63
97	97		shall include information about each such board, commission, council 64
98	98		or other agency and specify any requirements for membership on such 65
99	99		board, commission, council or other agency. 66
100	100		This act shall take effect as follows and shall amend the following
