LCO No. 4724 1 of 2 General Assembly Committee Bill No. 6239 January Session, 2021 LCO No. 4724 Referred to Committee on HOUSING Introduced by: (HSG) AN ACT CONCERNING HO USING FUNDING ALLOCA TION AND SEGREGATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) The Department of 1 Housing shall, within available appropriations, aggregate data related 2 to existing federal and state housing programs in the state to analyze the 3 impact of such programs on economic and racial segregation. Such 4 review shall include, but not be limited to, data relating to (1) housing 5 development programs, (2) housing affordability initiatives, (3) 6 communities where low-income housing tax credits and rental 7 assistance are spent, and (4) specific neighborhood racial and economic 8 demographics. In collecting and measuring such data, the Department 9 of Housing shall implement tools such as the dissimilarity index and the 10 five dimensions of segregation used by the United States Bureau of the 11 Census. 12 (b) Not later than January 1, 2022, and biennially thereafter, the 13 Commissioner of Housing shall submit a report, in accordance with the 14 provisions of section 11-4a of the general statutes, to the joint standing 15 committee of the General Assembly having cognizance of matters 16 Committee Bill No. 6239 LCO No. 4724 2 of 2 relating to housing. Such report shall include a summary of any findings 17 and recommendations relating to the data collected pursuant to 18 subsection (a) of this section. 19 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Department of Housing to gather data that can be used to determine whether its housing programs affect economic and racial segregation.
