2020 AN ACT CONCERNING HO USING FUNDING ALLOCA TION AND
2121 SEGREGATION.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (NEW) (Effective from passage) (a) The Department of 1
2626 Housing shall, within available appropriations, aggregate data related 2
2727 to existing federal and state housing programs in the state to analyze the 3
2828 impact of such programs on economic and racial segregation. Such 4
2929 review shall include, but not be limited to, data relating to (1) housing 5
3030 development programs, (2) housing affordability initiatives, (3) 6
3131 communities where low-income housing tax credits and rental 7
3232 assistance are spent, and (4) specific neighborhood racial and economic 8
3333 demographics. In collecting and measuring such data, the Department 9
3434 of Housing shall implement tools such as the dissimilarity index and the 10
3535 five dimensions of segregation used by the United States Bureau of the 11
3636 Census. 12
3737 (b) Not later than January 1, 2022, and biennially thereafter, the 13
3838 Commissioner of Housing shall submit a report, in accordance with the 14
3939 provisions of section 11-4a of the general statutes, to the joint standing 15 Committee Bill No. 6239

4646 committee of the General Assembly having cognizance of matters 16
4747 relating to housing. Such report shall include a summary of any findings 17
4848 and recommendations relating to the data collected pursuant to 18
4949 subsection (a) of this section. 19
