2323 AN ACT CONCERNING PULSE OXIMETERS, INDIVIDUALS OF
2424 COLOR AND HEALTH INSURANCE.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That the general statutes be amended to: (1) Require each pulse 1
2929 oximeter sold in this state to display a warning disclosing that such 2
3030 pulse oximeter may produce an erroneous blood oxygen saturation 3
3131 level reading for an individual of color; (2) provide for the education of 4
3232 health care providers regarding the increased likelihood that a pulse 5
3333 oximeter will produce an erroneous blood oxygen saturation level 6
3434 reading for an individual of color and thereby deprive the individual of 7
3535 a medically necessary hospital admission or other clinical care; and (3) 8
3636 prohibit health insurers from reimbursing health care providers for 9
3737 certain health care, including, but not limited to, home health care, 10
3838 provided to an individual of color for a low blood oxygen saturation 11
