AN ACT CONCERNING ANIMAL ABUSE BY REPEAT OFFENDERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require that police, 1 prosecutors and judges receive training or education on the link 2 between animal abuse and commission of crimes so that cases are 3 prosecuted and adjudicated with an understanding and consideration 4 of such information and to require that any and all resolutions to animal 5 cruelty cases include a mandatory psychological evaluation and 6 sessions to identify the potential for more serious criminal behavior. 7 Statement of Purpose: To prevent further animal abuse by repeat offenders, to decrease the number of animal abuse cases that result in dismissal and to require thorough evaluation of offenders of animal abuse crimes.
