AN ACT CONCERNING CAR THEFT AND BREAK -INS BY JUVENILES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That titles 46b, 53 and 53a of the general statutes be amended to 1 
strengthen penalties for juveniles adjudicated for repeat auto theft or 2 
break-in offenses, to strengthen penalties for adults who facilitate such 3 
actions and to permit such adults to be charged with risk of injury to a 4 
minor, to allow law enforcement to use the Corrupt Organizations and 5 
Racketeering Activity Act when investigating crimes relating to auto 6 
thefts and break-ins and to establish a task force to review the 7 
effectiveness of current juvenile treatments facilities and programs for 8 
juveniles adjudicated for auto thefts or break-ins.9 
Statement of Purpose:   
To address the increase in auto theft and break-ins by juveniles.
