ZAWISTOWSKI, 61st Dist. AN ACT MAKING COLLECTIVE BARGAINING AGREEMENTS SUBORDINATE TO STATE AND MUNICIPAL LAWS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That: (1) Section 5-278 of the general statutes be amended to change 1 "the terms of such agreement or arbitration award shall prevail" to "the 2 general statute or special act, or regulation adopted by any state agency, 3 shall prevail", and (2) section 7-474 of the general statutes be amended 4 to change "the terms of such agreement shall prevail" to "the charter, 5 special act, ordinance, rules or regulations adopted by the municipal 6 employer or its agents such as a personnel board or civil service 7 commission, or any general statute directly regulating the hours of work 8 of policemen or firemen, or any general statute providing for the 9 method or manner of covering or removing employees from coverage 10 under the Connecticut municipal employees' retirement system or 11 under the Policemen and Firemen Survivors' Benefit Fund, the terms of 12 such agreement shall prevail." 13 Proposed Bill No. 6276 LCO No. 1876 2 of 2 Statement of Purpose: To promote transparency and accountability by making collective bargaining agreements subordinate to state and municipal laws.
