AN ACT CREATING A TASK FORCE TO STUDY THE INCLUSION OF 
SELF-EMPLOYED WORKERS IN THE UNEMPLOYMENT INSURANCE 
PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to create a task force to study 1 
the inclusion of self-employed workers in the unemployment insurance 2 
program and to examine ways in which the self-employed, including 3 
"gig" workers, freelancers and independent contractors with stable 4 
earnings histories would be allowed to opt into the traditional 5 
unemployment insurance program. 6 
Statement of Purpose:   
To create a task force to study the inclusion of self-employed workers in 
the unemployment insurance program.
