20 | 20 | Be it enacted by the Senate and House of Representatives in General | |

23 | 23 | That the general statutes be amended to (1) require the Secretary of 1 | |
24 | 24 | the Office of Policy and Management and the Commissioner of 2 | |
25 | 25 | Administrative Services, in consultation with experts, to create a 3 | |
26 | 26 | transparent and objective methodology to rank and rate transportation 4 | |
27 | 27 | capital projects estimated to cost more than a specified threshold; (2) 5 | |
28 | 28 | require such methodology to access each transportation capital project 6 | |
29 | 29 | by providing an economic value on a comparative basis, providing 7 | |
30 | 30 | utilization measures, including the level of subsidization, measuring the 8 | |
31 | 31 | social long-term value of the investment and measuring the return on 9 | |
32 | 32 | equity and to rank each such transportation capital project on a scale of 10 | |
33 | 33 | one to ten; and (3) require a nonpartisan body to apply such 11 | |
