| 20 | 20 | Be it enacted by the Senate and House of Representatives in General | |

| 23 | 23 | That the general statutes be amended to (1) provide for funding 1 | |
| 24 | 24 | increases to nonprofit providers of health and human services over the 2 | |
| 25 | 25 | next five fiscal years in order to leverage federal matching funds and 3 | |
| 26 | 26 | compensate such providers for years of underfunding; and (2) require 4 | |
| 27 | 27 | that future contracts between the state and such providers reflect the 5 | |
| 28 | 28 | actual cost of goods and services provided. 6 | |
