2727 AN ACT CONCERNING INCARCERATED INDIVIDUALS AND
2828 ELECTORAL PRIVILEGES.
2929 Be it enacted by the Senate and House of Representatives in General
3030 Assembly convened:

3232 That title 9 of the general statutes be amended to (1) identify 1
3333 organizations and institutions best suited to help provide to 2
3434 incarcerated individuals information and other resources concerning 3
3535 candidates and policy issues, (2) require local election officials to 4
3636 develop plans to assist eligible incarcerated individuals in both 5
3737 registering to vote and actually voting, (3) require the Secretary of the 6
3838 State and the Commissioner of Correction to coordinate on efforts to 7
3939 facilitate voter education, identify eligible voters and develop 8
4040 procedures for supervised ballot submission, (4) provide that no person 9
4141 who voted while incarcerated may be held liable for failing to withdraw 10
4242 such person's absentee ballot or voting in person after submitting such 11

4848 to vote may be held liable for inadvertently misrepresenting such 13
4949 person's eligibility and seeking to apply for an absentee ballot, (6) 14
5050 establish a Department of Correction Registrar of Voters, permit local 15
5151 election officials in municipalities without correctional facilities to 16
5252 provide assistance to local election officials in municipalities with such 17
5353 facilities or provide additional funding to local election officials in 18
5454 municipalities with such facilities, (7) establish polling places in jails 19
5555 where periods of incarceration are shorter and promote absentee voting 20
5656 in prisons where such periods are longer, and (8) involve currently and 21
5757 formerly incarcerated individuals in the implementation of such voting 22
5858 initiatives. 23
5959 Statement of Purpose:
6060 To implement several reforms regarding voting by incarcerated
6161 individuals who have not forfeited their electoral privileges.
