21	21		AN ACT CONCERNING TH E CONNECTICUT OPEN E DUCATIONAL
22	22		RESOURCE COORDINATIN G COUNCIL.
23	23		Be it enacted by the Senate and House of Representatives in General
24	24		Assembly convened:

26	26		Section 1. Subsection (g) of section 10a-44d of the general statutes is 1
27	27		repealed and the following is substituted in lieu thereof (Effective July 1, 2
28	28		2021): 3
29	29		(g) Not later than [January 1, 2021] February 1, 2022, and annually 4
30	30		thereafter, the council shall submit a report, in accordance with the 5
31	31		provisions of section 11-4a, to the joint standing committee of the 6
32	32		General Assembly having cognizance of matters relating to higher 7
33	33		education regarding (1) the number and percentage of high-impact 8
34	34		courses for which open educational resources have been developed, (2) 9
35	35		the degree to which institutions of higher education promote the use 10
36	36		and access to open educational resources, (3) the amount of grants 11
37	37		awarded by the council and the number of open educational resources 12
38	38		developed by grant recipients, and (4) its recommendations for any 13
39	39		amendments to the general statutes necessary to develop open 14 Raised Bill No. 6405

47	46		Sec. 2. Subsection (f) of section 4-89 of the general statutes is repealed 16
48	47		and the following is substituted in lieu thereof (Effective July 1, 2021): 17
49	48		(f) The provisions of this section shall not apply to appropriations to 18
50	49		(1) the Office of Higher Education for (A) student financial assistance 19
51	50		for the Roberta B. Willis Scholarship program established under section 20
52	51		10a-173, or [to] (B) the minority advancement program established 21
53	52		under subsection (b) of section 10a-11, (2) the Board of Regents for 22
54	53		Higher Education for Connecticut higher education centers of 23
55	54		excellence established under section 10a-25h, [to the Office of Higher 24
56	55		Education for the minority advancement program established under 25
57	56		subsection (b) of section 10a-11, or to] (3) the operating funds of the 26
58	57		constituent units of the state system of higher education established 27
59	58		pursuant to sections 10a-105, 10a-99 and 10a-77, or (4) the Connecticut 28
60	59		Open Educational Resource Coordinating Council established under 29
61	60		section 10a-44d, as amended by this act. Such appropriations shall not 30
62	61		lapse until the end of the fiscal year succeeding the fiscal year of the 31
63	62		appropriation except that centers of excellence appropriations 32
64	63		deposited by the Board of Regents for Higher Education in the Endowed 33
65	64		Chair Investment Fund, established under section 10a-20a, shall not 34
66	65		lapse but shall be held permanently in the Endowed Chair Investment 35
67	66		Fund and any moneys remaining in higher education operating funds 36
68	67		of the constituent units of the state system of higher education shall not 37
69	68		lapse but shall be held permanently in such funds. On or before 38
70	69		September first, annually, the Office of Higher Education and Board of 39
71	70		Regents for Higher Education shall submit a report to the joint standing 40
72	71		committee of the General Assembly having cognizance of matters 41
73	72		relating to appropriations and the budgets of state agencies, through the 42
74	73		Office of Fiscal Analysis, concerning the amount of each such 43
75	74		appropriation carried over from the preceding fiscal year. 44
76	75		This act shall take effect as follows and shall amend the following
