2121 AN ACT CONCERNING TH E OCCUPATIONAL AND P ROFESSIONAL
2222 LICENSES OF MILITARY MEMBERS' SPOUSES.
2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 Section 1. (NEW) (Effective October 1, 2021) (a) An occupational or 1
2727 professional license, permit, certification or registration shall be issued, 2
2828 in the occupation or profession applied for and at a practice level 3
2929 determined by the department having oversight of such licenses, 4
3030 permits, certifications or registrations, to a person who establishes 5
3131 residence in this state or who is married to an active duty member of the 6
3232 armed forces of the United States and accompanies that member, 7
3333 pursuant to an official permanent change of station, to a military 8
3434 installation located in this state if: 9
3535 (1) The person holds a valid license, permit, certification or 10
3636 registration in at least one other state in the occupation or profession 11
3737 applied for; 12

4645 (3) The person is in good standing in all states in which he or she 15
4746 holds a license, permit, certification or registration and has not had a 16
4847 license, permit, certification or registration revoked or discipline 17
4948 imposed by any state, does not have a complaint, allegation or 18
5049 investigation related to unprofessional conduct pending in any state, 19
5150 and has not voluntarily surrendered a license, permit, certification or 20
5251 registration while under investigation for unprofessional conduct in any 21
5352 state; 22
5453 (4) The person takes and passes any examination required of other 23
5554 applicants for the license, permit, certification or registration; 24
5655 (5) The person satisfies any background check or character and fitness 25
5756 check required of other applicants for the license, permit, certification or 26
5857 registration; and 27
5958 (6) The person pays all fees required of other applicants for the 28
6059 license, permit, certification or registration. 29
6160 (b) Any person issued a license, permit, certification or registration 30
6261 pursuant to this section shall be subject to the laws of this state and the 31
6362 jurisdiction of the department having oversight of such license, permit, 32
6463 certification or registration. 33
6564 (c) Notwithstanding the provisions of this section, any department 34
6665 head, as defined in section 4-5 of the general statutes, may deny an 35
6766 occupational or professional license, permit, certification or registration 36
6867 for which such department head has responsibility if he or she finds 37
6968 such denial is in the best interest of the state. 38
7069 This act shall take effect as follows and shall amend the following
