21	21		AN ACT CONCERNING TH E OCCUPATIONAL AND P ROFESSIONAL
22	22		LICENSES OF MILITARY MEMBERS' SPOUSES.
23	23		Be it enacted by the Senate and House of Representatives in General
24	24		Assembly convened:

26	26		Section 1. (NEW) (Effective October 1, 2021) (a) An occupational or 1
27	27		professional license, permit, certification or registration shall be issued, 2
28	28		in the occupation or profession applied for and at a practice level 3
29	29		determined by the department having oversight of such licenses, 4
30	30		permits, certifications or registrations, to a person who establishes 5
31	31		residence in this state or who is married to an active duty member of the 6
32	32		armed forces of the United States and accompanies that member, 7
33	33		pursuant to an official permanent change of station, to a military 8
34	34		installation located in this state if: 9
35	35		(1) The person holds a valid license, permit, certification or 10
36	36		registration in at least one other state in the occupation or profession 11
37	37		applied for; 12

46	45		(3) The person is in good standing in all states in which he or she 15
47	46		holds a license, permit, certification or registration and has not had a 16
48	47		license, permit, certification or registration revoked or discipline 17
49	48		imposed by any state, does not have a complaint, allegation or 18
50	49		investigation related to unprofessional conduct pending in any state, 19
51	50		and has not voluntarily surrendered a license, permit, certification or 20
52	51		registration while under investigation for unprofessional conduct in any 21
53	52		state; 22
54	53		(4) The person takes and passes any examination required of other 23
55	54		applicants for the license, permit, certification or registration; 24
56	55		(5) The person satisfies any background check or character and fitness 25
57	56		check required of other applicants for the license, permit, certification or 26
58	57		registration; and 27
59	58		(6) The person pays all fees required of other applicants for the 28
60	59		license, permit, certification or registration. 29
61	60		(b) Any person issued a license, permit, certification or registration 30
62	61		pursuant to this section shall be subject to the laws of this state and the 31
63	62		jurisdiction of the department having oversight of such license, permit, 32
64	63		certification or registration. 33
65	64		(c) Notwithstanding the provisions of this section, any department 34
66	65		head, as defined in section 4-5 of the general statutes, may deny an 35
67	66		occupational or professional license, permit, certification or registration 36
68	67		for which such department head has responsibility if he or she finds 37
69	68		such denial is in the best interest of the state. 38
70	69		This act shall take effect as follows and shall amend the following
