AN ACT REQUIRING A STUDY OF A MUNICIPAL ENERGY SECURITY 
AUTHORITY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2021) The Commissioner of Energy and 1 
Environmental Protection shall study whether to recognize a municipal 2 
energy security authority within the state for purposes of designing, 3 
funding, supplying, installing and servicing municipal microgrids to 4 
achieve: (1) Energy security objectives; (2) energy affordability; (3) 5 
energy resilience, as defined in section 16-243y of the general statutes; 6 
(4) carbon reduction; (5) critical infrastructure security hardening, as 7 
defined in section 12-39p of the general statutes; and (6) local workforce 8 
development in cooperation with federal energy security policy and 9 
laws. On or before January 15, 2022, the commissioner shall report the 10 
findings of such study, in accordance with the provisions of section 11-11 
4a of the general statutes, to the joint standing committee of the General 12 
Assembly having cognizance of matters relating to energy. 13  Raised Bill No.  6413

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 New section

To require the Commissioner of Energy and Environmental Protection 
to study whether to recognize a Municipal Energy Security Authority in 
the state.
