92-Sec. 4. (Effective from passage) The amount appropriated in section 1 of 11
93-his act to The University of Connecticut Health Center, for Operating 12
94-Expenses, shall be available to reduce the operating deficit for The 13
95-University of Connecticut Health Center. Notwithstanding the 14
96-provisions of section 10a-105 of the general statutes, such amount shall 15
97-not be eligible for fringe benefit recovery by The University of 16
98-Connecticut Health Center from the Comptroller's General Fund fringe 17
99-benefit accounts. 18
100-Sec. 5. (Effective from passage) The Secretary of the Office of Policy and 19
101-Management shall allocate funds appropriated in section 1 of this act to 20
102-the Office of Policy and Management, for Private Providers, to support 21
103-funding increases for private providers of health and human services 22
104-contracted by the state. The secretary shall transfer such funds to the 23
105-affected contracting agencies. Not later than July 1, 2021, the Secretary 24
106-of the Office of Policy and Management shall report, in accordance with 25
107-section 11-4a of the general statutes, to the joint standing committee of 26
108-the General Assembly having cognizance of matters relating to 27
109-appropriations and the budgets of state agencies, on the amount of such 28
110-funds paid to each contracted provider by contracting agency and 29
111-account. 30
112-Sec. 6. (Effective from passage) Up to $128,260,401 of the unexpended 31
113-balance of funds appropriated to the Department of Social Services, for 32
114-Medicaid, in section 1 of public act 19-117, as amended by section 7 of 33
115-public act 19-1 of the December special session, shall not lapse on June 34
116-30, 2021, and such funds shall be transferred and made available as 35
117-follows: 36
118-(1) Up to $1,500,000 to Medicaid, for each of the fiscal years ending 37
119-June 30, 2022, and June 30, 2023, to fund the state share of an increase in 38
120-the personal needs allowance to seventy-five dollars; 39
121-(2) Up to $150,000 to Other Expenses, for each of the fiscal years 40
122-ending June 30, 2022, and June 30, 2023, for the following grants in each 41 Substitute Bill No. 6438

143-(C) Up to $8,052,605 for the fiscal year ending June 30, 2022, and up 56
144-to $8,822,583 for the fiscal year ending June 30, 2023, to the Connecticut 57
145-State Colleges and Universities, for Connecticut State University; 58
146-(D) Notwithstanding any provision of the general statutes, any 59
147-amount transferred pursuant to this subdivision shall not be eligible for 60
148-fringe benefit recovery by The Connecticut State Colleges and 61
149-Universities from the Comptroller's General Fund fringe benefit 62
150-accounts. 63
151-(6) Up to $7,516,899 for the fiscal year ending June 30, 2022, and up to 64
152-$8,570,352 for the fiscal year ending June 30, 2023, to The University of 65
153-Connecticut, for Operating Expenses, provided such amounts shall not 66
154-be eligible for fringe benefit recovery by The University of Connecticut 67
