2020 AN ACT ESTABLISHING A TASK FORCE TO PROT ECT SENIOR

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (Effective from passage) (a) There is established a task force 1
2626 to study ways to protect senior citizens from fraud. Such study shall 2
2727 include, but need not be limited to, an examination of whether persons 3
2828 offering planning advice to Medicaid applicants should be required to 4
2929 be elder law attorneys admitted to the bar pursuant to section 51-80 of 5
3030 the general statutes. 6
3131 (b) The task force shall consist of the following members: 7
3232 (1) Two appointed by the speaker of the House of Representatives, 8
3333 one of whom has expertise in fraud perpetrated against senior citizens 9
3434 and one of whom has expertise in Medicaid planning for senior citizens; 10
3535 (2) Two appointed by the president pro tempore of the Senate; 11
3636 (3) One appointed by the majority leader of the House of 12

4444 (4) One appointed by the majority leader of the Senate; 14
4545 (5) One appointed by the minority leader of the House of 15

4747 (6) One appointed by the minority leader of the Senate; 17
4848 (7) The Commissioner of Aging and Disability Services, or the 18
4949 commissioner's designee; and 19
5050 (8) The Commissioner of Social Services, or the commissioner's 20
5151 designee. 21
5252 (c) Any member of the task force appointed under subdivision (1), 22
5353 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 23
5454 of the General Assembly. 24
5555 (d) All initial appointments to the task force shall be made not later 25
5656 than thirty days after the effective date of this section. Any vacancy shall 26
5757 be filled by the appointing authority. 27
5858 (e) The speaker of the House of Representatives and the president pro 28
5959 tempore of the Senate shall select the chairpersons of the task force from 29
6060 among the members of the task force. Such chairpersons shall schedule 30
6161 the first meeting of the task force, which shall be held not later than sixty 31
6262 days after the effective date of this section. 32
6363 (f) The administrative staff of the joint standing committee of the 33
6464 General Assembly having cognizance of matters relating to aging shall 34
6565 serve as administrative staff of the task force. 35
6666 (g) Not later than January 1, 2022, the task force shall submit a report 36
6767 on its findings and recommendations to the joint standing committees 37
6868 of the General Assembly having cognizance of matters relating to aging 38
6969 and human services, in accordance with the provisions of section 11-4a 39
7070 of the general statutes. The task force shall terminate on the date it 40
