LCO No. 3567 1 of 2 General Assembly Raised Bill No. 6487 January Session, 2021 LCO No. 3567 Referred to Committee on TRANSPORTATION Introduced by: (TRA) AN ACT CONCERNING TH E DESIGNATION OF A BIKEWAY IN CHESHIRE AND PUBLIC TRANSPORTATION FOR S TUDENTS ENROLLED IN ADULT ED UCATION PROGRAMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) The Commissioner of Transportation 1 shall designate a portion of Routes 69 and 70 in the town of Cheshire as 2 a bikeway. 3 Sec. 2. (NEW) (Effective from passage) (a) The Commissioner of 4 Transportation may develop and propose to the Secretary of the Office 5 of Policy and Management a program to provide students of adult 6 education programs in this state access to bus and off-peak rail 7 transportation services. The program shall not be effective and shall not 8 create or expand bus or rail transportation services, unless approved by 9 the secretary. If the program is approved by the secretary, the 10 commissioner may negotiate and contract with any local or regional 11 board of education that maintains a program of adult classes, or 12 provides for participation in a program of adult classes, to provide 13 students of such adult classes with access to such transportation services 14 Raised Bill No. 6487 LCO No. 3567 2 of 2 on the terms and conditions and for the compensation or 15 reimbursement approved by the secretary. 16 (b) On or before October 1, 2021, and annually thereafter, the 17 commissioner shall provide to the secretary any financial and 18 programmatic information for the prior fiscal year the secretary shall 19 require for the purposes of assessing the program's utilization rate and 20 the extent of any public subsidy for the program's bus or rail services. 21 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Sec. 2 from passage New section Statement of Purpose: To (1) designate a portion of a roadway in the town of Cheshire as a bikeway, and (2) provide students enrolled in adult education programs access to public transportation.
