AN ACT ESTABLISHING A TASK FORCE TO STUD Y ELECTRIC 
DISTRIBUTION COMPANI ES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
 Section 1. (Effective from passage) (a) There is established a task force 1 
to study (1) how the market serviced by each electric distribution 2 
company, as defined in section 16-1 of the general statutes, may be 3 
reconstituted to increase accountability to ratepayers and increase 4 
responsiveness to ratepayer needs, and (2) the introduction of 5 
competition in the electric transmission or distribution services industry 6 
in the state. Such study shall include, but need not be limited to, an 7 
evaluation concerning the costs of acquiring electric transmission or 8 
distribution services infrastructure from each electric distribution 9 
company and recommendations regarding whether acquisitions are 10 
necessary to maintain electric grid reliability in the state. 11 
(b) The task force shall consist of the following members: 12 
(1) One appointed by the speaker of the House of Representatives, 13 
who shall be a representative from a retail electric supplier; 14 
(2) One appointed by the president pro tempore of the Senate, who 15 
shall be a ratepayer from the Eversource Energy service area; 16  Substitute Bill No. 6525

(3) One appointed by the majority leader of the House of 17 
Representatives, who shall be a ratepayer from the United Illuminating 18 
Company service area; 19 
(4) One appointed by the majority leader of the Senate, who shall be 20 
a representative from a municipal electric company; 21 
(5) One appointed by the minority leader of the House of 22 
Representatives, who shall have expertise in the electric transmission or 23 
distribution services industry; 24 
(6) One appointed by the minority leader of the Senate, who shall be 25 
a representative from a ratepayer advocacy group; 26 
(7) The chairpersons and ranking members of the joint standing 27 
committee of the General Assembly having cognizance of matters 28 
relating to energy, or their designees; 29 
(8) One representative from the regional independent system 30 
operator, as defined in section 16-1 of the general statutes; 31 
(9) One representative from the Public Utilities Regulatory Authority; 32 
and 33 
(10) One representative from the Office of Consumer Counsel. 34 
(c) All initial appointments to the task force shall be made not later 35 
than thirty days after the effective date of this section. Any vacancy shall 36 
be filled by the appointing authority. 37 
(d) The chairperson of the task force shall be selected by the members 38 
of the task force. Such chairperson shall schedule the first meeting of the 39 
task force, which shall be held not later than sixty days after the effective 40 
date of this section. 41 
(e) The administrative staff of the joint standing committee of the 42 
General Assembly having cognizance of matters relating to energy shall 43 
serve as administrative staff of the task force. 44  Substitute Bill No. 6525

(f) Not later than January 15, 2022, the task force shall submit a report 45 
on its findings and recommendations to the joint standing committee of 46 
the General Assembly having cognizance of matters relating to energy, 47 
in accordance with the provisions of section 11-4a of the general statutes. 48 
The task force shall terminate on the date that it submits such report or 49 
January 15, 2022, whichever is later. 50 
This act shall take effect as follows and shall amend the following 
sections:
