1420 AN ACT ESTABLISHING A TASK FORCE TO STUD Y ELECTRIC
1521 DISTRIBUTION COMPANI ES.
1622 Be it enacted by the Senate and House of Representatives in General
1723 Assembly convened:

1925 Section 1. (Effective from passage) (a) There is established a task force 1
2026 to study (1) how the market serviced by each electric distribution 2
2127 company, as defined in section 16-1 of the general statutes, may be 3
2228 reconstituted to increase accountability to ratepayers and increase 4
2329 responsiveness to ratepayer needs, and (2) the introduction of 5
2430 competition in the electric transmission or distribution services industry 6
2531 in the state. Such study shall include, but need not be limited to, an 7
2632 evaluation concerning the costs of acquiring electric transmission or 8
2733 distribution services infrastructure from each electric distribution 9
28-company and recommendations regarding whether acquisitions are 10
29-necessary to maintain electric grid reliability in the state. 11
30-(b) The task force shall consist of the following members: 12
31-(1) One appointed by the speaker of the House of Representatives, 13
32-who shall be a representative from a retail electric supplier; 14
33-(2) One appointed by the president pro tempore of the Senate, who 15
34-shall be a ratepayer from the Eversource Energy service area; 16 Substitute Bill No. 6525

44-(4) One appointed by the majority leader of the Senate, who shall be 20
45-a representative from a municipal electric company; 21
46-(5) One appointed by the minority leader of the House of 22
47-Representatives, who shall have expertise in the electric transmission or 23
48-distribution services industry; 24
49-(6) One appointed by the minority leader of the Senate, who shall be 25
50-a representative from a ratepayer advocacy group; 26
51-(7) The chairpersons and ranking members of the joint standing 27
52-committee of the General Assembly having cognizance of matters 28
53-relating to energy, or their designees; 29
54-(8) One representative from the regional independent system 30
55-operator, as defined in section 16-1 of the general statutes; 31
56-(9) One representative from the Public Utilities Regulatory Authority; 32
57-and 33
58-(10) One representative from the Office of Consumer Counsel. 34
59-(c) All initial appointments to the task force shall be made not later 35
60-than thirty days after the effective date of this section. Any vacancy shall 36
61-be filled by the appointing authority. 37
62-(d) The chairperson of the task force shall be selected by the members 38
63-of the task force. Such chairperson shall schedule the first meeting of the 39
64-task force, which shall be held not later than sixty days after the effective 40
65-date of this section. 41
66-(e) The administrative staff of the joint standing committee of the 42
67-General Assembly having cognizance of matters relating to energy shall 43

76-on its findings and recommendations to the joint standing committee of 46
