Explanation 
The bill establishes a right to counsel in eviction proceedings, to be 
administered by an entity contracted by the Judicial Department, and 
does not result in a fiscal impact to the state or municipalities. The 
funding mechanism for the program, which is unchanged by the 
amendment, includes funds or services from the government, 
corporations, associations, or individuals to pay for the cost of 
administering the program and providing legal representation. 
In addition, the bill creates a working group to advise on matters 
and policies affecting the right to counsel program.  These changes are 
not anticipated to result in a fiscal impact. 
The bill also stipulates that certain permits issued by inland 
wetlands agencies will not take effect until planning or zoning 
commissions approve land use applications.  This is not anticipated to 
result in a fiscal impact as it does not alter permit fees or when permits 
are issued. 
House "A" removes the Connecticut Bar Foundation from the
