No Fiscal Impact  
The amendment makes technical changes to the right to counsel for 
eviction proceedings program and does not result in a fiscal impact. 
The amendment also stipulates that certain permits issued by inland 
wetlands agencies will not take effect until planning or zoning 
commissions approve land use applications. This is not anticipated to 
result in a fiscal impact as it does not alter permit fees or when permits 
are issued.
