AN ACT REQUIRING A STUDY OF MUNICIPAL SEPARATE STORM 
SEWER SYSTEM STORMWA TER SAMPLING REQUIREMENT S. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Energy and 1 
Environmental Protection shall conduct a study of all statutory and 2 
regulatory requirements related to stormwater sampling and analysis 3 
made pursuant to the municipal separate storm sewer system 4 
permitting process and of permit holders, to determine the feasibility of 5 
modifying such requirements to ease financial burdens on permit 6 
applicants and holders while maintaining environmental safeguards. 7 
(b) Not later than January 1, 2022, the Commissioner of Energy and 8 
Environmental Protection shall submit a report, in accordance with the 9 
provisions of section 11-4a of the general statutes, to the joint standing 10 
committees of the General Assembly having cognizance of matters 11 
relating to municipalities and the environment. Such report shall 12 
include a summary of the requirements described in subsection (a) of 13 
this section and any recommendations for modifying such 14

This act shall take effect as follows and shall amend the following 
sections:

To require the Commissioner of Energy and Environmental Protection 
to conduct a study of municipal separate storm sewer system 
stormwater sampling requirements.
