LCO No. 3457 1 of 2 General Assembly Raised Bill No. 6540 January Session, 2021 LCO No. 3457 Referred to Committee on PLANNING AND DEVELOPMENT Introduced by: (PD) AN ACT REQUIRING A STUDY OF MUNICIPAL SEPARATE STORM SEWER SYSTEM STORMWA TER SAMPLING REQUIREMENT S. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Commissioner of Energy and 1 Environmental Protection shall conduct a study of all statutory and 2 regulatory requirements related to stormwater sampling and analysis 3 made pursuant to the municipal separate storm sewer system 4 permitting process and of permit holders, to determine the feasibility of 5 modifying such requirements to ease financial burdens on permit 6 applicants and holders while maintaining environmental safeguards. 7 (b) Not later than January 1, 2022, the Commissioner of Energy and 8 Environmental Protection shall submit a report, in accordance with the 9 provisions of section 11-4a of the general statutes, to the joint standing 10 committees of the General Assembly having cognizance of matters 11 relating to municipalities and the environment. Such report shall 12 include a summary of the requirements described in subsection (a) of 13 this section and any recommendations for modifying such 14 requirements. 15 Raised Bill No. 6540 LCO No. 3457 2 of 2 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Commissioner of Energy and Environmental Protection to conduct a study of municipal separate storm sewer system stormwater sampling requirements.
