| 24 | 24 | | Section 1. (Effective from passage) (a) The Commissioner of Energy and 1 |

| 25 | 25 | | Environmental Protection shall conduct a study of all statutory and 2 |
|---|
| 26 | 26 | | regulatory requirements related to stormwater sampling and analysis 3 |
|---|
| 27 | 27 | | made pursuant to the municipal separate storm sewer system 4 |
|---|
| 28 | 28 | | permitting process and of permit holders, to determine the feasibility of 5 |
|---|
| 29 | 29 | | modifying such requirements to ease financial burdens on permit 6 |
|---|
| 30 | 30 | | applicants and holders while maintaining environmental safeguards. 7 |

| 31 | 31 | | (b) Not later than January 1, 2022, the Commissioner of Energy and 8 |
|---|
| 32 | 32 | | Environmental Protection shall submit a report, in accordance with the 9 |
|---|
| 33 | 33 | | provisions of section 11-4a of the general statutes, to the joint standing 10 |
|---|
| 34 | 34 | | committees of the General Assembly having cognizance of matters 11 |
|---|
| 35 | 35 | | relating to municipalities and the environment. Such report shall 12 |
|---|
| 36 | 36 | | include a summary of the requirements described in subsection (a) of 13 |
|---|
| 37 | 37 | | this section and any recommendations for modifying such 14 |
