AN ACT CONCERNING THE OFFICE OF HEALTH STRATEGY'S 
RECOMMENDATIONS REGARDING VARIOUS REVISIONS TO 
COMMUNITY BENEFITS PROGRAMS ADMINISTERED BY 
HOSPITALS.

Explanation 
The bill, which requires that the Office of Health Strategy (OHS) set 
thresholds for certain hospital community benefits programs’ 
spending, is not anticipated to result in a fiscal impact to the agency as 
it has the necessary expertise to fulfill this task. The shifting of the 
responsibility for the gathering and publishing of reports on these 
programs from the Office of the Healthcare Advocate (OHA) to OHS 
codifies current practice. OHS has already assumed these 
responsibilities pursuant to a Memorandum of Agreement with OHA. 
There is also no fiscal impact to the University of Connecticut Health 
Center anticipated because, as a state entity and a nonprofit hospital, 
the bill’s requirements do not apply to it.
