1420 AN ACT ESTABLISHING A PILOT PROGRAM REGA RDING BUILDING
1521 OFFICIALS AND RESOUR CES RELATED TO THE ADMIN ISTRATION
1622 OF THE STATE BUILDING CODE.
1723 Be it enacted by the Senate and House of Representatives in General

2026 Section 1. (NEW) (Effective October 1, 2021) (a) (1) Not later than 1
2127 January 1, 2022, the Commissioner of Administrative Services shall 2
2228 establish a pilot program for the (A) standardization of procedures and 3
2329 forms and other materials relating to the administration of the State 4
2430 Building Code by municipal building officials appointed pursuant to 5
2531 section 29-260 of the general statutes, (B) scanning or other digitization 6
2632 of records relating to such administration into an electronic format and 7
2733 inclusion of such electronic records in a searchable web-based public 8
2834 database, and (C) shared provision of services by such building officials 9
2935 and the staffs of such building officials to multiple municipalities within 10
3036 the same planning region, as defined in section 4-124i of the general 11
3137 statutes. 12
3238 (2) Any municipality may submit an application to the commissioner, 13
33-in a form and manner prescribed by the commissioner, for participation 14

3445 in such pilot program. The commissioner shall select not less than two 15
3546 and not more than five municipalities in each planning region based on 16

47+criteria established by the commissioner for such purpose, including, 17
4348 but not limited to, the staffing, information technology and other 18
4449 resources of any such municipality and the potential that any such 19
4550 municipality's procedures or services relating to the administration of 20
4651 the State Building Code can be expanded to other municipalities in the 21
4752 same planning region. 22
4853 (b) (1) Not later than sixty days after the Commissioner of 23
4954 Administrative Services selects the municipalities in each planning 24
5055 region for participation in the pilot program described in this section, 25
5156 each such municipality shall enter into one or more interlocal 26
5257 agreements with one or more other such municipalities to (A) share 27
5358 resources and best practices in the administration of the State Building 28
5459 Code, (B) identify efficiencies and other opportunities to realize cost 29
5560 savings in such administration, and (C) generally further the purposes 30
5661 of such pilot program, provided the term of any such interlocal 31
5762 agreement shall not exceed the duration of such pilot program. 32
5863 (2) Notwithstanding any such interlocal agreement , the 33
5964 commissioner shall prescribe the minimum standards for the (A) 34
6065 scanning or other digitization of records relating to such administration 35
6166 into an electronic format and inclusion of such electronic records in a 36
6267 searchable web-based public database, and (B) the integration and 37
6368 interoperability of information technology resources among the 38
6469 municipal parties to any such interlocal agreement. 39
6570 (c) (1) Not later than January 1, 2023, and annually thereafter, each 40
6671 municipality participating in the pilot program described in this section 41
6772 shall submit to the Commissioner of Administrative Services and the 42
6873 Secretary of the Office of Policy and Management a report on the 43
6974 measures taken by such municipality in the most recent calendar year 44
7075 under such pilot program, both singularly and in conjunction with one 45
7176 or more municipalities pursuant to an interlocal agreement described in 46
72-subsection (b) of this section, and measures intended or expected to be 47
73-taken by such municipality or municipalities in the current calendar 48

83+taken by such municipality or municipalities in the current calendar 48
84+year. 49
8185 (2) Not later than February 1, 2023, and annually thereafter, the 50
8286 commissioner, in consultation with the secretary, shall submit to the 51
8387 joint standing committees of the General Assembly having cognizance 52
8488 of matters relating to public safety and planning and development, in 53
8589 accordance with the provisions of section 11-4a of the general statutes, 54
8690 a report on the status of such pilot program and any recommendations 55
8791 for legislation concerning such pilot program. 56
92+(d) In the municipalities selected for the pilot program described in 57
93+this section and for the duration of such pilot program, no building 58
94+official may be dismissed except in accordance with the provisions of 59
95+section 29-260 of the general statutes, and no member of the staff of any 60
96+building official may be terminated or laid off except for cause. 61
