14	20		AN ACT ESTABLISHING A PILOT PROGRAM REGA RDING BUILDING
15	21		OFFICIALS AND RESOUR CES RELATED TO THE ADMIN ISTRATION
16	22		OF THE STATE BUILDING CODE.
17	23		Be it enacted by the Senate and House of Representatives in General
18	24		Assembly convened:

20	26		Section 1. (NEW) (Effective October 1, 2021) (a) (1) Not later than 1
21	27		January 1, 2022, the Commissioner of Administrative Services shall 2
22	28		establish a pilot program for the (A) standardization of procedures and 3
23	29		forms and other materials relating to the administration of the State 4
24	30		Building Code by municipal building officials appointed pursuant to 5
25	31		section 29-260 of the general statutes, (B) scanning or other digitization 6
26	32		of records relating to such administration into an electronic format and 7
27	33		inclusion of such electronic records in a searchable web-based public 8
28	34		database, and (C) shared provision of services by such building officials 9
29	35		and the staffs of such building officials to multiple municipalities within 10
30	36		the same planning region, as defined in section 4-124i of the general 11
31	37		statutes. 12
32	38		(2) Any municipality may submit an application to the commissioner, 13
33		-	in a form and manner prescribed by the commissioner, for participation 14

34	45		in such pilot program. The commissioner shall select not less than two 15
35	46		and not more than five municipalities in each planning region based on 16

	47	+	criteria established by the commissioner for such purpose, including, 17
43	48		but not limited to, the staffing, information technology and other 18
44	49		resources of any such municipality and the potential that any such 19
45	50		municipality's procedures or services relating to the administration of 20
46	51		the State Building Code can be expanded to other municipalities in the 21
47	52		same planning region. 22
48	53		(b) (1) Not later than sixty days after the Commissioner of 23
49	54		Administrative Services selects the municipalities in each planning 24
50	55		region for participation in the pilot program described in this section, 25
51	56		each such municipality shall enter into one or more interlocal 26
52	57		agreements with one or more other such municipalities to (A) share 27
53	58		resources and best practices in the administration of the State Building 28
54	59		Code, (B) identify efficiencies and other opportunities to realize cost 29
55	60		savings in such administration, and (C) generally further the purposes 30
56	61		of such pilot program, provided the term of any such interlocal 31
57	62		agreement shall not exceed the duration of such pilot program. 32
58	63		(2) Notwithstanding any such interlocal agreement , the 33
59	64		commissioner shall prescribe the minimum standards for the (A) 34
60	65		scanning or other digitization of records relating to such administration 35
61	66		into an electronic format and inclusion of such electronic records in a 36
62	67		searchable web-based public database, and (B) the integration and 37
63	68		interoperability of information technology resources among the 38
64	69		municipal parties to any such interlocal agreement. 39
65	70		(c) (1) Not later than January 1, 2023, and annually thereafter, each 40
66	71		municipality participating in the pilot program described in this section 41
67	72		shall submit to the Commissioner of Administrative Services and the 42
68	73		Secretary of the Office of Policy and Management a report on the 43
69	74		measures taken by such municipality in the most recent calendar year 44
70	75		under such pilot program, both singularly and in conjunction with one 45
71	76		or more municipalities pursuant to an interlocal agreement described in 46
72		-	subsection (b) of this section, and measures intended or expected to be 47
73		-	taken by such municipality or municipalities in the current calendar 48

	83	+	taken by such municipality or municipalities in the current calendar 48
	84	+	year. 49
81	85		(2) Not later than February 1, 2023, and annually thereafter, the 50
82	86		commissioner, in consultation with the secretary, shall submit to the 51
83	87		joint standing committees of the General Assembly having cognizance 52
84	88		of matters relating to public safety and planning and development, in 53
85	89		accordance with the provisions of section 11-4a of the general statutes, 54
86	90		a report on the status of such pilot program and any recommendations 55
87	91		for legislation concerning such pilot program. 56
	92	+	(d) In the municipalities selected for the pilot program described in 57
	93	+	this section and for the duration of such pilot program, no building 58
	94	+	official may be dismissed except in accordance with the provisions of 59
	95	+	section 29-260 of the general statutes, and no member of the staff of any 60
	96	+	building official may be terminated or laid off except for cause. 61
