9		-	AN ACT CONCERNING ~~THE~~ CONVEYANCE OF A ~~PARCEL~~ OF
10		-	~~STATE~~ LAND IN THE TOWN OF WOLCOTT.
	14	+	AN ACT CONCERNING TH E CONVEYANCE OF A PA RCEL OF STATE
	15	+	LAND IN THE TOWN OF WOLCOTT.
11	16		Be it enacted by the Senate and House of Representatives in General
12	17		Assembly convened:

14		-	Section 1. (Effective from passage) (a) Notwithstanding any provision
15		-	of the general statutes, the Commissioner of Transportation shall convey
16		-	to Daniel Wallas of Wolcott a parcel of land located in the town of
17		-	Wolcott, at the cost of six thousand dollars, plus the administrative costs
18		-	of making such conveyance. Said parcel of land has an area of
19		-	approximately .21 acre and is identified as the parcel shown as
20		-	"RELEASE AREA" on a map entitled "Preliminary, Compilation Plan,
21		-	Town of Wolcott Map Showing Land Released to Daniel Wallas By the
22		-	State of Connecticut, Department of Transportation, Wolcott Road (CT
23		-	Route 69), Scale 1"=40', September 2019, Mark D. Rolfe, P.E., Chief
24		-	Engineer-Bureau of Engineering and Construction". The conveyance
25		-	shall be subject to the approval of the State Properties Review Board.
26		-	(b) The State Properties Review Board shall complete its review of the
27		-	conveyance of said parcel of land not later than thirty days after it
28		-	receives a proposed agreement from the Department of Transportation.
29		-	The land shall remain under the care and control of said department
30		-	until a conveyance is made in accordance with the provisions of this
31		-	section. The State Treasurer shall execute and deliver any deed or Substitute House Bill No. 6678

	27	+	Transportation, Wolcott Road (CT Route 69), Scale 1"=40', September 9
	28	+	2019, Mark D. Rolfe, P.E., Chief Engineer-Bureau of Engineering and 10
	29	+	Construction". The conveyance shall be subject to the approval of the 11
	30	+	State Properties Review Board. 12
	31	+	(b) The town of Wolcott shall use said parcel of land for providing an 13
	32	+	abutting landowner with access to such landowner's land. If the town: 14
	33	+	(1) Does not use said parcel for said purposes; 15
	34	+	(2) Does not retain ownership of all of said parcel, other than a sale 16
	35	+	for said purposes; or 17 Substitute Bill No. 6678

35		-	instrument necessary for a conveyance under this section. The
36		-	Commissioner of Transportation shall have the sole responsibility for all
37		-	other incidents of such conveyance. Any funds received by said
38		-	department from a sale of said parcel in accordance with this section
39		-	shall be transferred to the State Treasurer for deposit in the Special
40		-	Transportation Fund.

	42	+	(3) Leases all or any portion of said parcel, other than a lease for said 18
	43	+	purposes, 19
	44	+	the parcel shall revert to the state of Connecticut. Any sale of said parcel 20
	45	+	shall be at a cost equal to the fair market value of the property, as 21
	46	+	determined by the average of the appraisals of two independent 22
	47	+	appraisers selected by the Commissioner of Transportation. Any funds 23
	48	+	received by said town from a sale of said parcel in accordance with this 24
	49	+	section shall be transferred to the State Treasurer for deposit in the 25
	50	+	Special Transportation Fund. 26
	51	+	(c) The State Properties Review Board shall complete its review of the 27
	52	+	conveyance of said parcel of land not later than thirty days after it 28
	53	+	receives a proposed agreement from the Department of Transportation. 29
	54	+	The land shall remain under the care and control of said department 30
	55	+	until a conveyance is made in accordance with the provisions of this 31
	56	+	section. The State Treasurer shall execute and deliver any deed or 32
	57	+	instrument necessary for a conveyance under this section, which deed 33
	58	+	or instrument shall include provisions to carry out the purposes of 34
	59	+	subsection (b) of this section. The Commissioner of Transportation shall 35
	60	+	have the sole responsibility for all other incidents of such conveyance. 36
	61	+	This act shall take effect as follows and shall amend the following
	62	+	sections:
