AN ACT CONCERNING TH E LEASE OF A PARCEL OF STATE LAND 
IN THE CITY OF MILFORD.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) Notwithstanding any provision 1 
of the general statutes, the Commissioner of Energy and Environmental 2 
Protection shall lease to the Connecticut Audubon Society for a twenty-3 
five-year period, a parcel of land in the city of Milford for the sum of 4 
one dollar, which lease may be further extended, in the discretion of the 5 
commissioner. Said parcel of land has a total area of approximately 8.4 6 
acres and is identified as the parcel described in a lease agreement dated 7 
October 10, 1986, and recorded in Book 1524 at Page 167 of the City of 8 
Milford Land Records. The lease and any extension of such lease shall 9 
be subject to the approval of the State Properties Review Board. 10 
(b) The Connecticut Audubon Society shall use said parcel of land for 11 
open space purposes with public access, as determined by the 12 
Commissioner of Energy and Environmental Protection and as 13 
provided for in the lease agreement. If the Connecticut Audubon 14 
Society: 15 
(1) Does not use said parcel for said purposes; or 16 
(2) Subleases all or any portion of said parcel, 17  Substitute Bill No. 6679

the leased parcel shall revert to the state of Connecticut. 18 
(c) The State Properties Review Board shall complete its review of the 19 
lease of said parcel of land and any extension of such lease not later than 20 
thirty days after it receives a proposed agreement from the Department 21 
of Energy and Environmental Protection. The land shall remain under 22 
the care and control of said department until a lease is entered into in 23 
accordance with the provisions of this section. The Commissioner of 24 
Energy and Environmental Protection shall have the sole responsibility 25 
for all other incidents of such lease. 26 
This act shall take effect as follows and shall amend the following 
sections:
