AN ACT CONCERNING TH E CONVEYANCE OF A PARC EL OF STATE 
LAND IN THE CITY OF HARTFORD AT 340 CAPITOL AVENUE TO 
THE CAPITAL REGION DEVELOPMENT AUTHORITY .  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) Notwithstanding any provision 1 
of the general statutes, the Commissioner of Administrative Services 2 
shall convey to the Capital Region Development Authority a parcel of 3 
land located at 340 Capitol Avenue in the city of Hartford, at a cost equal 4 
to the administrative costs of making such conveyance. Said parcel of 5 
land has an area of approximately 1.25 acres and is identified as Lot 091 6 
in Block 427 on city of Hartford Tax Assessor's Map 202. The conveyance 7 
shall be subject to the approval of the State Properties Review Board. 8 
(b) The Capital Region Development Authority shall use said parcel 9 
of land for housing and economic development purposes. If the Capital 10 
Region Development Authority does not develop said parcel within ten 11 
years after the conveyance, the parcel shall revert to the state of 12

(c) The State Properties Review Board shall complete its review of the 14 
conveyance of said parcel of land not later than thirty days after it 15 
receives a proposed agreement from the Department of Administrative 16 
Services. The land shall remain under the care and control of said 17 
department until a conveyance is made in accordance with the 18 
provisions of this section. The State Treasurer shall execute and deliver 19 
any deed or instrument necessary for a conveyance under this section, 20 
which deed or instrument shall include provisions to carry out the 21 
purposes of subsection (b) of this section. The Commissioner of 22 
Administrative Services shall have the sole responsibility for all other 23 
incidents of such conveyance. 24 
This act shall take effect as follows and shall amend the following 
sections:
