4545 by the Governor, dated July 8, 2021, convening the General Assembly in 11
4646 Special Session on July 14, 2021, shall be received. 12
4747 The Legislative Commissioners' Office shall prepare all bills and 13
4848 resolutions. When a bill or resolution has been prepared by the 14
4949 Legislative Commissioners' Office and signed by the Speaker and 15
5050 President Pro Tempore, the bill or resolution shall immediately be given 16
5151 to the clerk of the Senate or the House as designated. Before or at the 17
5252 time the bill or resolution is given to the clerk, the Legislative 18
5353 Commissioners' Office shall provide to the Office of Fiscal Analysis 19
5454 copies of each bill or resolution to prepare a fiscal note if required by 20
5555 Rule 15 of the joint rules. 21
5656 Each bill and resolution shall be printed, without interlineation or 22
5757 erasure. The duplicate copies of each bill or resolution shall be made on 23
5858 yellow-colored and blue-colored paper, respectively, of the same size 24
5959 and format as the original. 25
6060 Each bill amending any statute or special act shall set forth in full the 26
6161 section or subsection of the statute or the special act to be amended. 27
6262 Matter to be omitted or repealed shall be surrounded by brackets or 28
6363 overstricken so that the omitted or repealed matter remains readable, 29

111111 14. Upon passage in the first house, the bill or resolution shall be 67

115115 would affect state or municipal revenue, or would require the 71
116116 expenditure of state or municipal funds, shall have a fiscal note 72
117117 attached. Any fiscal note printed with or prepared for a bill or resolution 73
118118 shall be solely for the purpose of information, summarization and 74
119119 explanation for members of the General Assembly and shall not be 75
120120 construed to represent the intent of the General Assembly or either 76
121121 chamber thereof for any purpose. Each such fiscal note shall bear the 77
122122 following disclaimer: "The following Fiscal Impact Statement is 78
123123 prepared for the benefit of the members of the General Assembly, solely 79
124124 for purposes of information, summarization and explanation and does 80
125125 not represent the intent of the General Assembly or either chamber 81
126126 thereof for any purpose." When an amendment is offered to a bill or 82
127127 resolution in the House or the Senate, which, if adopted, would require 83
128128 the expenditure of state or municipal funds or affect state or municipal 84
129129 revenue, a fiscal note shall be available at the time the amendment is 85
130130 offered. Any fiscal note prepared for such an amendment shall be 86
131131 construed in accordance with the provisions of this rule and shall bear 87
132132 the disclaimer required under this rule. 88
