RESOLUTION CONCERNIN G THE RULES OF THE HOUSE OF 
REPRESENTATIVES FOR THE JULY SPECIAL SESSION, 2021. 
Resolved by this House:  
 
That the rules of the House at this Special Session shall be the same 1 
as the rules of the House in force at the 2021 regular session, except as 2 
said rules are amended, altered or repealed in this resolution. 3 
Strike out Rule 9. 4 
Strike out Rule 11 and insert in lieu thereof the following: 5 
11. (a) Each bill or substantive resolution may be acted upon in the 6 
House immediately after electronic notice of the filing and number of 7 
the bill or substantive resolution is provided to the members of the 8 
House, and after final action may be transmitted immediately to the 9 
Senate. If the House rejects an amendment adopted by the Senate, the 10 
bill or substantive resolution after final action in the House may be 11 
transmitted immediately to the Senate. If the Senate rejects an 12 
amendment adopted by the House, the bill or substantive resolution 13

when received from the Senate may be acted upon immediately. 14 
(b) A bill or resolution certified in accordance with section 2-26 of the 15 
general statutes, if filed in the House, may be transmitted to and acted 16 
upon first by the Senate with the consent of the speaker; and if filed in 17 
the Senate, may be transmitted to and acted upon first by the House 18 
with the consent of the President Pro Tempore. 19

Strike out Rule 21 and insert in lieu thereof the following: 21 
21. The order of business shall be as follows: 22 
1. Reception of communications from the Governor and the Secretary 23 
of the State. 24 
2. Introduction of bills and resolutions. 25 
3. Reception of business from the Senate. 26 
4. Miscellaneous. 27 
Strike out Rules 32 and 33. 28 
Add a new Rule 51 as follows: 29 
51. Only those bills and substantive resolutions specified in Rule 7 of 30 
the Joint Rules for this session, certified as provided in Rule 9 of said 31 
Joint Rules, and, except as provided in Rule 33 of said Joint Rules, only 32 
those resolutions pertaining to the rules of this Special Session, the 33 
printing of the journals of the Senate and the House of Representatives, 34 
and the expenses of this Special Session, shall be received. 35
