1818 AN ACT CONCERNING CONTRACTS BETWEEN HEALTH CARRIERS
1919 AND HEALTH CARE PROVIDERS.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That title 38a of the general statutes be amended to provide that no 1
2424 contract entered into or renewed between a health carrier and a health 2
2525 care provider shall contain a provision: (1) Requiring the health care 3
2626 provider to collect from an insured any coinsurance, copayment, 4
2727 deductible or other out-of-pocket expense due and owing for a covered 5
2828 benefit that the health care provider provided to the insured; or (2) 6
2929 permitting the health carrier to reduce any payment to the health care 7
3030 provider due to an insured's nonpayment or partial payment of any 8
3131 coinsurance, copayment, deductible or other out-of-pocket expense due 9
3232 and owing for a covered benefit that the health care provider provided 10
3333 to the insured. 11
3434 Statement of Purpose:
3535 To prohibit a health carrier from: (1) Requiring a contracting health care
3636 provider to collect any cost-sharing payment due and owing from an
3737 insured for a covered benefit that the health care provider provided to
