SECONDARY EDUCATION EXPENSES FOR CERTAIN 
INDIVIDUALS ADOPTED THROUGH THE DEPARTMENT OF 
CHILDREN AND FAMILIES' FOSTER CARE PROGRAM.

Explanation 
The bill expands the eligibility criteria for the Department of 
Children and Families' (DCF's) post-secondary education assistance 
program by including individuals, 18 years of age through 21 years of 
age, adopted through the agency's foster care program on or after 
1/1/01 (instead of on or after 12/31/04, pursuant to existing agency 
policy). The population of individuals adopted between 1/1/01 and 
12/31/04 is 221. If half of this population enrolls in the DCF program,

at an average cost per student of $18,149 per fiscal year, the total cost 
to the agency will be approximately $2,214,178 in FY 22 and $898,376 
in FY 23.

terminate with the aging-out, by FY 26, of the population made newly 
eligible to participate in DCF's post-secondary education assistance 
program under the bill. It is anticipated that the cost to DCF in FY 24 
will be approximately $235,937 and the cost in FY 25 will be 
approximately $18,149.
