1818 AN ACT CONCERNING INTERNET SERVICE PROVIDERS AND NET
1919 NEUTRALITY PRINCIPLES.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That the general statutes be amended to require Internet service 1
2424 providers operating in the state to register with the Public Utilities 2
2525 Regulatory Authority and pay an annual registration fee, to require the 3
2626 Public Utilities Regulatory Authority to apply net neutrality principles 4
2727 to Internet service providers in Connecticut and to require a civil 5
2828 penalty be imposed by the Public Utilities Regulatory Authority for 6
2929 failure of an Internet service provider to comply with such principles 7
3030 where each day in violation is a separate offense. 8
3131 Statement of Purpose:
3232 To require Internet service providers to register and pay registration
3333 fees and to require the Public Utilities Regulatory Authority to apply net
3434 neutrality principles to Internet service providers and enforce such
3535 principles with civil penalties.
