Explanation 
The bill establishes a Hate Crimes and Extremist Unit within the 
State Police resulting in no fiscal impact because it's anticipated the 
unit will be staffed by existing officers. 
Senate "A" strikes and replaces section 2 of the bill which alters the 
definitions and the duties of the Hate Crimes and Extremist Group 
Investigative Unit resulting in no fiscal impact to the state.
