AN ACT ESTABLISHING A STATE -OPERATED REINSURANCE PROGRAM AND REQUIRING THAT THIS STATE APPLY FOR A STATE INNOVATION WAIVER. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 38a of the general statutes be amended to: (1) Establish a 1 state-operated reinsurance program to cover claims for certain health 2 benefits under qualified health plans; and (2) require this state to apply 3 for a waiver from the federal government pursuant to 42 USC 18052 4 that, if granted, would fund such reinsurance program by reallocating 5 any premium tax credits and cost-sharing reductions that the federal 6 government would have paid to enrollees but for such reinsurance 7 program. 8 Statement of Purpose: To establish a state-operated reinsurance program and require this state to apply for a state innovation waiver to fund such program.
